Three states share the top grade of A (in rank order): Iowa, Tennessee, and Louisiana. All three have the highest scores for the protection of political speech, strong procedural safeguards on lawsuits intended to punish citizens for speaking or publishing, and the enactment of robust statewide laws to protect freedom of speech on college campuses.
The bottom of the ranking (in rank order) is populated by Maryland, Wisconsin, Mississippi, Massachusetts, New Hampshire, Wyoming, West Virginia, South Carolina, and Alaska. Each has lower-than-average political speech scores, weak or nonexistent protections against lawsuits for speaking or publishing, and college free speech scores that sit in the bottom third.
