Director, Immigration Studies, and The Selz Foundation Chair in Immigration Policy, Cato Institute

Please join us for a cocktail reception and conversation in NYC this spring. We are pleased to have Johan Norberg, Senior Fellow, David J. Bier, Director of Immigration Studies and the Selz Foundation Chair in Immigration Policy, Clark Neily, Senior Vice President for Legal Studies, Harrison Moar, Senior Vice President for Marketing and Partnerships, and Peter Goettler, President and CEO, featured on the program.

Ancient Athens, Song China, the Dutch Republic. Each reached extraordinary heights, and each collapsed. In Peak Human, which was chosen as one of The Economist’s best books of 2025, Johan Norberg, Cato senior fellow, examines seven periods of extraordinary human flourishing and reveals the common mistakes these societies made that led to their demise. As America approaches its 250th anniversary, Johan will share what history’s greatest civilizations got right and offer critical lessons for preserving our own.

Next, we will turn to the immediate threats facing our Constitution. David J. Bier, Director of Immigration Studies and the Selz Foundation Chair in Immigration Policy, and Clark Neily, Senior Vice President for Legal Studies, are both on the front lines: testifying before Congress, filing legal briefs, and pushing back against executive overreach. From immigration enforcement that tramples due process to executive orders that ignore constitutional limits, David and Clark, moderated by Harrison Moar, will discuss how the courts and Congress can check executive power—and why defending liberty demands vigilance regardless of which party holds power.

President and CEO Peter Goettler will also give an update on Cato’s priorities, along with our Vision for Liberty campaign and our growing capacity to defend freedom. He’ll discuss how, in the current policy environment, Cato is showing that you can remain principled while also having impact.
