Harrison Moar

Senior Vice President for Marketing and Partnerships

Harrison Moar is senior vice president for marketing and partnerships at the Cato Institute. He leads fundraising and marketing to advance the Institute’s mission of individual liberty, limited government, free markets, and peace. This includes engaging and aligning the philanthropic priorities of Cato Partners with Cato’s strategic objectives, cultivating major gift and foundation relationships, and overseeing the Institute’s marketing strategy to expand its reach and impact with key audiences.


Moar joined Cato in 2008 and has held various roles across the organization in policy, communications, and development. He served as editor and manager of media relations in the defense and foreign policy studies department and was also editor of the Cato at Liberty blog.

He received a BA in political science from the University of California, Berkeley, and an MBA from Georgetown University.
