Cato Senior Fellow Randal O’Toole spoke at a Hill Briefing on April 15, 2011. He recommended ending the gas tax and replacing it with a Vehicle Miles Traveled tax as a way of making the public funding of roads and highways more efficient and based on user fees, not taxes and subsidies. He also looks forward to a future with driverless cars, as long as America’s aging transportation bureaucracy gets out of the way.
