POTUS Ready to Reform NSA, Denies Abuse

After leaks about the NSA’s surveillance of tens of millions of Americans, the President says he’s willing to reform the agency. He also denies that the programs under NSA’s control are being abused. Jim Harper, director of information policy studies at the Cato Institute, discusses how reform might occur.
