Lawrence Montreuil

Vice President for Public Affairs

Lawrence Montreuil is vice president for public affairs at the Cato Institute. He leads government affairs, communications, and external engagement to advance the Institute’s mission of individual liberty, limited government, free markets, and peace. This includes overseeing efforts to cultivate relationships with elected officials, policy leaders, stakeholder organizations, and the media.

Montreuil joined Cato in 2023 as a Director of Government Affairs and led outreach efforts on a portfolio that included foreign policy, trade, and global liberty. He was later promoted to Senior Director of Government Affairs and was responsible for overseeing all of Cato’s federal engagement efforts.

Prior to joining Cato, Montreuil led congressional affairs for a large non-profit organization, worked as a Legislative Fellow in the U.S. House of Representatives, and served over a decade as an officer in the United States Marine Corps in both active and reserve status.

He received a BS in International Trade & Transportation from New York Maritime College, and an MPP from George Mason University.
