Jenifer Zeigler was a legal and policy analyst specializing in welfare issues with the Cato Institute’s department of health and welfare studies. Her research areas included welfare reform, poverty, Medicaid, and faith‐based initiatives. Zeigler came to Cato from the Missouri State Senate, where she was a legislative aide. Zeigler holds a J.D. and an M.P.A. from the University of Missouri.
