Carol Xu is a research associate in the Immigration Policy department, where she examines the economic and fiscal effects of immigration. Prior to joining the Cato Institute, she conducted drug policy research that has appeared in the American Journal of Preventive Medicine and the American Journal of Drug and Alcohol Abuse. Carol received a BA in Economics and Music from Emory University, and an MPH from the University of Texas Southwestern.
