WASHINGTON, DC – JANUARY 26, 2026. The Cato Institute announced today that Lawrence Montreuil has been promoted to Vice President for Public Affairs. In this role, Montreuil will oversee the Institute’s government affairs, external engagement, and policy outreach efforts, reporting to President and CEO Peter Goettler.

Montreuil brings extensive experience in public affairs and policy engagement to his expanded leadership role. In his position as Senior Director of Government Affairs, Montreuil exercised strong leadership and an ability to work constructively with policymakers across the political spectrum. As Vice President for Public Affairs, he will continue building relationships with elected officials, policy leaders, and stakeholder organizations.

Prior to joining Cato, Montreuil led outreach efforts for one of the nation’s largest veterans service organizations, worked as a Legislative Fellow in the U.S. House of Representatives, and served over a decade as an officer in the United States Marine Corps in both active and reserve status.
