Congress is attempting to handcuff President Donald Trump from shifting European defense burdens through restrictive NDAA provisions that prevent force reductions below 76,000 troops and require allied approval for U.S. sovereign decisions.

Cato senior fellow Katherine Thompson argues in a new op-ed that these provisions undermine presidential authority, break civilian control of the military, and perpetuate unsustainable defense commitments despite America’s mounting fiscal crisis.

Thompson is available for interviews on congressional overreach, burden-sharing in NATO, and the fiscal implications of maintaining Cold War-era force postures.
