Syria and the War Power

The Constitution gives the President limited powers to repel attacks, but President Obama claims a broad authority to go to war in Syria. He has, notably, asked for Congress’s endorsement of his plan. Gene Healy, vice president at the Cato Institute, argues that the President will have a tough time ignoring the results of a Congressional vote, especially if they reject his call for authorization.
