The new Congress will soon resume deliberations on the highway bill. The debate is likely to not be about the propriety of federal highway programs but about how much should be spent. Perhaps Congress should start by asking whether the highway bill should be reauthorized in the first place. Stephen Slivinski and Gabriel Roth will suggest that it is time for a new direction in highway policy that would devolve the full responsibility for the building and financing of roads to the states.
