Jenifer Zeigler was a legal and policy analyst specializing in welfare issues with the Cato Institute's department of health and welfare studies. Her research areas included welfare reform, poverty, Medicaid, and faith-based initiatives. Zeigler came to Cato from the Missouri State Senate, where she was a legislative aide. Zeigler holds a J.D. and an M.P.A. from the University of Missouri.
