Congress has approved legislation that would tax mostly poor people to fund government health insurance for non-poor people. In contrast, President Bush wants to increase federal funding for the State Children’s Health Insurance Program by just a little. Higher tobacco taxes aren’t just unfair to the poor, they are also dangerous. Moreover, there is a better approach than increasing federal SCHIP funding.
