There is little debate that America's immigration system is broken. More than 10 million people are living in the United States without documentation, hundreds of thousands more enter the country illegally each year, and hundreds die each year in the desert trying to cross the border. What economic and demographic forces drive illegal immigration? What are the options before Congress? Given the failure of 20 years of enforcement efforts, what approach to reform would be most likely to curb illegal immigration while still meeting our nation's economic and security needs?
