Bernard H. Siegan is professor of law at the University of San Diego Law School. He is an expert on constitutional law, regulation, property rights, and economic liberties. He is the author of *Drafting a Constitution for a Nation or Republic Emerging into Freedom* (Locke Institute, 1992).
