Yesterday, the Heritage Foundation released a [paper](http://www.heritage.org/Research/HealthCare/wm1128.cfm) outlining another big-government health care [proposal](http://content.healthaffairs.org/cgi/content/full/hlthaff.w4.168v1/DC1), which Sens. George Voinovich (R‑OH) and Jeff Bingaman (D‑NM) have turned into [legislation](http://thomas.loc.gov/cgi-bin/query/z?c109:s.2772:).

Short version: Congress creates a commission, gives more money to the states.
