> *“This fight will continue in the courts, and I expect it to culminate in the Supreme Court clarifying that the major policy question of whether to limit GHG emissions from power plants rests with Congress, not the executive branch. Until then, investments in America’s electricity sector will remain subject to the whims of the executive branch, which is an untenable position that imposes significant costs on American families and businesses.”*
