Congress recently passed the largest tax increase in years, and many Democrats favor further increases as part of any deficit‐​reduction plan. Meanwhile, many governors and legislatures are pursuing cuts to corporate and individual income taxes.

How will all these changes affect economic growth? Travis H. Brown will describe the effects of tax rate differentials on income mobility between the states, based on the analysis in his new book, How Money Walks. William McBride will discuss his new report that examines the results of two dozen empirical academic studies on taxes and growth. J. D. Foster and Chris Edwards will discuss the various ways that taxes affect growth, and the likely effects of recent federal policy changes.
