Three years ago, Congress passed the McCain-Feingold restrictions on campaign finance largely to prohibit soft money fundraising. In the 2004 election, 527 groups raised significant sums to engage in political speech and election activities. Now, Congress is considering new rules designed to eliminate fundraising and spending by 527 groups. The potential effects of this proposed restriction on free speech remain controversial. Please join us for a discussion of the proposed legislation on 527s with leading experts in the law and politics of campaign finance regulation.
