The Patient Protection and Affordable Care Act, better known as “ObamaCare,” created a new entity called the Independent Payment Advisory Board, with powers that include the ability to cut Medicare spending. Supporters say IPAB will be able to break the logjam in Congress that has prevented sensible reforms from providing Medicare enrollees better health care at a lower cost to taxpayers. Critics say IPAB is a “death panel”, with the power to ration care to seniors, and an unconstitutional super-legislature, with the power to write laws that Congress would never approve.
