China presents a complex puzzle to the United States. It is simultaneously a crucial trading partner, a major holder of U.S. debt, an independent diplomatic player, and a strategic competitor. In *[The Beijing Consensus](http://www.amazon.ca/Beijing-Consensus-Authoritarian-Dominate-Twenty-First/dp/0465013619/?tag=catoinstitute-20)*, Stefan Halper argues that the challenge China poses cannot be understood in narrow military or economic terms. Instead, Beijing has created a rival model to the so-called Washington Consensus of democratic capitalism, which U.S. leaders must confront more effectively. *The Beijing Consensus* contends that U.S. leaders have not done an adequate job of either understanding the nature of China’s challenge or responding to it. Professor Halper provides a framework for how the United States can better promote its vision of global liberalism and freedom.
