Given the remarkable advances of the Northern Alliance and the impending collapse of the Taliban regime, American policymakers and commentators are vigorously debating what a post-Taliban Afghanistan should look like. Some observers are already suggesting that “nation building is back” and that Afghanistan should be the first of a new wave of U.S.-led interventions. Critics warn that nation building in Afghanistan would repeat the fiascos in Somalia, Haiti, and the Balkans.
