The Cato Institute's Scholars on September 11, 2001

In commemoration of the terrorist attacks of September 11, 2001, the Cato Institute presents a series of studies and opinion pieces our scholars have published over the past year addressing the attacks themselves, the American response, civil liberties in wartime, and the road ahead.

Our "First Reactions" section begins with our vice president for defense and foreign policy studies Ted Galen Carpenter's statement released on the afternoon of September 11, and ends with our president, Ed Crane, writing in the Washington Post on the essence of America.

"Fighting Back" looks at the war in Afghanistan, the global war against al-Queda, and the prospect of a pending war with Iraq.

Finally, "The Road Ahead" looks at where America goes from here, the one year anniversary of the attacks. What's the best way to prevent and prepare for a biological attack? How should we proceed diplomatically? Militarily? How has the year since last September changed or altered American values?

"Civil Liberties in Wartime" looks at some of the issues of individual freedom to emerge since 9/11, including military tribunals, racial profiling, government surveillance, and free speech.
