The Cato Institute seeks to broaden the parameters of public policy debate to allow consideration of the traditional American principles of limited government, individual liberty, free markets and peace. Toward that goal, the Institute strives to achieve greater involvement of the intelligent, concerned lay public in questions of policy and the proper role of government.

Cato Scholars Comment on the Rescue of Ingrid Betancourt (Scholar Comments)

The rescue of Ingrid Betancourt has direct repercussions on the ongoing diplomatic crisis between Colombia and Ecuador. When Raúl Reyes', the FARC's former spokesperson, computers were found in March, suspicions about the Ecuadorian and Venezuelan government's ties with the FARC intensified. Both governments argued that their contacts with the FARC forces had been nothing more than a "humanitarian effort" to rescue the hostages held by the FARC forces, especially Ms. Betancourt. Now that the Colombian army has succeeded at what Ecuador and Venezuela were supposedly attempting (without Colombia's participation), the international community's suspicions are even greater. If President Correa continues to refuse to normalize diplomatic relations with Colombia, it will seem--once again--that the Ecuadorian government is supporting a defeated rebel group against a legitimate democratic state.
