the serious violations within the jurisdiction of

the Court.  The most efficient way for the inter-

national community to make effective the exercise

of this right would be through the ICC.  Consis-

tent with emerging international legal norms,

reparations must be understood, in a broad sense,

to include restitution [and] compensation.45
