As manager of government affairs, Couchman is responsible for educating members of Congress and their staff about Cato's mission and latest policy research. Prior to joining Cato in 2007, he served as a legislative assistant in the government relations offices of Sunoco, Inc., and Air Products and Chemicals, Inc., and previously worked in the office of Congressman Gil Gutknecht (R-MN). Couchman holds a bachelor’s degree in political science from the Indiana University of Pennsylvania and is pursuing graduate economic studies at George Mason University.
