Robert Higgs is senior fellow in political economy at the Independent Institute and editor of the Independent Review. He is the author of Crisis and Leviathan: Critical Episodes in the Growth of American Government and an expert on American economic history, the growth of government, defense spending, and the regulation of food and drugs.
