Josh is a strategic communications leader specializing in media relations, branding, and crisis management. Formerly the Chief Spokesperson at the George Washington University, he currently serves as an Adjunct Faculty Member.

Associate Director of Media Relations

Madison Miller joined the Cato Institute in January 2025. Previously, she was the White House Producer for Hearst Television, where she secured high-profile interviews, coordinated major political events, and led national news coverage for more than 30 television stations. She earned a Master’s in Homeland Security from The George Washington University. Originally from Texas, she attended Baylor University, graduating with degrees in Journalism and Film & Digital Media.

Media Relations Manager

Christopher Tarvardian joined Cato as Media Relations Manager in 2025 after three years on Capitol Hill, where he worked as Press Secretary and Communications Director for two Members of Congress. Originally from Cincinnati, Ohio, Christopher attended Butler University, graduating with degrees in Journalism and Political Science.

Director of Editorial Services

Joseph Brown joined Cato in 2025 as the Director of Editorial Services. He previously worked for the American Action Forum, led by former Congressional Budget Office Director Douglas Holtz-Eakin, as its policy editor since late 2021. He is originally from Marietta, Georgia and graduated from the University of Vermont in 2016 with a degree in political science.

Media Coordinator

Emily is the Media Coordinator at the Cato Institute, specializing in media outreach. She joined the team in 2024 after earning a Master’s degree in Strategic Communication from UNC-Chapel Hill and a B.A. in Political Science from Rutgers University. Before Cato, Emily completed internships in public relations and communications at Apple, the U.S. House of Representatives, and the New Jersey General Assembly.

With a 25-year history of working in the think tank industry, Lester is skilled in Nonprofit Organizations, Public Affairs, Politics, Policy Analysis, and Crisis Communications. Certified Adobe Premiere Pro user and former Heritage Foundation’s SiriusXM Radio Show producer on P.O.T.U.S ’08 Channel 130 from September 25, 2007 to April 1, 2008.
