Technology and copyright policy issues are becoming the subject of intense debate in Congress. Lawmakers are grappling with many complicated issues spawned by the rise of the Internet, cyberspace, and our modern digital economy. Broadband regulation, Internet taxation, stock option expensing, privacy policy, and wireless spectrum regulation are just a few of the policy issues lawmakers might deal with in the upcoming session that could have a major impact on Silicon Valley and the high-tech industry.

Copyright policy, and the legal status of peer-to-peer (P2P) file sharing in particular, will also continue to be hotly debated. The content industry is currently litigating against both P2P providers and individual file sharers. And the last session of Congress witnessed a remarkably contentious debate over the proposed "Induce Act," which dealt with contributory liability for copyright infringement.
