The Bush administration is pursuing a number of important reforms to overhaul the federal bureaucracy. Its competitive sourcing initiative will allow private companies to bid on up to one-quarter of federal work. Its performance-based budgeting initiative is systematically assessing the effectiveness of a broad range of federal programs. The Office of Management and Budget provided detailed reports on those initiatives in the FY2004 budget.
Angela Styles will discuss current progress on federal management reforms. Geoffrey Segal and Chris Edwards will discuss a wider array of needed spending reforms, including privatization and program terminations.
