In a comprehensive survey of votes in the 107th Congress, the Cato Institute identifies the 15 House members and 22 senators who voted most consistently against trade barriers and against trade subsidies such as the 2002 Farm Bill and Export-Import Bank reauthorization. A free trade senator and representative explain why they reject pro-subsidy internationalism and anti-trade isolationism. The study's author will also discuss what it means for the 108th Congress.
