President Bush has proposed to create a new cabinet-level Department of Homeland Security. Leaders in both parties of Congress support the president's plan. The new department would combine disparate parts of many existing government departments and agencies. Although not included in the proposed consolidation, lawmakers are considering giving the new department authority over parts of the CIA and FBI. How will a new department provide for and conduct homeland security? Will duplicative efforts within the government be eliminated or will the government's bureaucratic machinery increase in size and complexity? Our panel will discuss the most ambitious reorganization of our country's national security structure since the creation of the Department of Defense.
