Toward the end of May, President Bush and Russian president Putin will meet in Moscow. Likely to be high on their agenda will be discussions about nuclear warhead reductions, including possibly signing a written accord. Should any pact between the United States and Russia be a formal treaty requiring two-thirds ratification by the Senate? Or is an executive agreement requiring majority approval of both houses of Congress sufficient? Is congressional approval of an agreement even necessary?
