As part of the Clinton administration's effort to improve relations with China, it curtailed weapons sales to Taiwan. The Bush administration is now debating whether to continue that policy or to sell more advanced weapons to Taiwan. The annual U.S.-Taiwanese arms talks will be held in April. Taiwan's normally secret wish list of sophisticated arms recently appeared in the media. Our panelists will discuss whether advanced weapons should be sold to Taiwan and, if so, which ones. They will also debate whether such arms transfers should be a complement to or a substitute for a U.S. security guarantee to Taiwan.
