On February 27, 1951, the people of the United States ratified the 22nd Amendment to the United States Constitution limiting presidents to two terms in office. In recent years the presidential term limits may well have shortened the presidencies of both Ronald Reagan and Bill Clinton.
Term limits have proved to be wildly popular with the American people. Nineteen states have limited the terms of their state legislators including Michigan where Kaza served four terms. Many members of Congress have chosen to limit their terms including Rep. Keller, who was elected in November. Self-limiters leaving Congress accounted for 15 of the 25 open seats in Election 2000.
