During President-elect George W. Bush's campaign, he advocated skipping a generation of weapons systems and increasing funds for research on technology for future armaments. Yet he and his advisers were vague about which weapons currently in the development and production pipeline could be skipped. Each of our panelists will examine a military service and suggest to the new administration weapons programs that could be eliminated or scaled back. In addition, the panelists will identify neglected, but vital, programs or areas of research that might benefit from increases in funding.
