Vicente Fox's victory this month over the presidential candidate of the long-ruling Institutional Revolutionary Party (PRI) in Mexico initiates a new era of openness. Political liberalization is following economic liberalization. Fausto Alzati will discuss the policies Mexico must adopt to achieve the sustained high growth rates that Fox is promising. Roberto Salinas-León will assess the significance of the election and the prospects for reform in key areas such as electricity, telecommunications, labor, and petroleum. Luis Carlos Ugalde will share his hopes for and concerns about the incoming government and reflect on the future of the PRI.
