The Republican Congress has been unable to control spending. Current budget rules stack the deck in favor of increased spending. Changing the rules and incentives of the budget process is vital to putting a leash on spending.

Budget reform may see the light of day thanks to the work of a group of House members including Rep. Jeb Hensarling (R-Texas). He and the Republican Study Committee have presented more than a dozen ideas to restore sanity to the budget process—including giving the budget resolution the force of law and capping entitlement spending.
