Finally, an Education Muckraker!

I’ve often complained on this blog that there are no education muckrakers – no reporters who will actually go out and investigate the misleading claims so often fed to them by politicians and public school officials. Well, it turns out there’s at least one, and his name is Ron Matus.

After being told countless times that public schools in Florida spend just $7,000 per pupil annually, Matus decided to do what no other ed reporter in the state (so far as I know) has done: check it. In a blog post today, he explains where the $7,000 number comes from, he points out that the actual total is $12,000 per pupil, and he lets readers decide which number is more relevant to them. Way to go, Mr. Matus!

I particularly enjoyed this line: “[Department of Education] officials say it’s fair to roll federal money into a per-pupil spending figure – that money does go to operational costs - but not capital outlay and debt service.”

Apparently schools don’t need buildings anymore! Wonderful news! Now that Floridians no longer have to pay for construction and renovation costs, they’ll save $6 billion a year. That is, they’ll start saving it as soon as the Department of Education gives it back to them. What’s that? They don’t want to give it back even though they say it doesn’t count? Gee. I guess it does count then, doesn’t it?

This public school emperor isn’t just naked, he’s mincing about flamboyantly and daring on-lookers to call him sartorially challenged. Well we dare, pal, we dare. If you want buildings to house all those students, and you want the billions to pay for them, then the St. Pertersburg Times, at least, is going to start counting it.

Mr. Jefferson Regrets

Thomas Jefferson was an advocate of public schooling, after a fashion. He knew that an educated public was the only protection against government abuses, and he assumed that a state-run, state-funded school system would provide that essential education. If he could only see public schooling today. 

The Arizona-based Goldwater Institute has just released a study on the civics knowledge of that state’s high school students. Matt Ladner, Goldwater’s head of research, administered the same trivial test that’s given to immigrants applying for citizenship, using the same trivial pass/fail threshold. [I know it’s trivial, ‘cause I took it a few years ago.] The results of Goldwater’s little experiment… Oh. My. God. Becky:

     96.5 percent of AZ public high school students failed

Honestly, why did anyone – especially Thomas Jefferson – ever imagine that a government monopoly would be a good way to educate kids about a democratic republic and protect them from abuses of government power?

I Have to Admit, I Was Wrong

I’ve just discovered that my calculation of DC education spending per pupil was wrong, and I have to publish a correction.

I wrote back in March that total DC k-12 spending, excluding charter schools, was $1,291,815,886 during the 2008-09 school year. That still appears to be correct. But to get the per-pupil number I divided total spending by the then-official enrollment count: 48,646. It now turns out that that number was rubbish. PRI’s Vicki Murray just pointed me to this recent DCPS press release that identifies a new audited enrollment number for the same school year:  44,681 students.

If that number excludes the 2,400 special education students that the District has placed in private schools, then DC’s correct total per pupil spending is $27,400.

If the new audited enrollment number does include the students placed in private schools, then DC’s correct total per pupil spending is $28,900.

Hmm. Let me think. What was that average tuition figure at the private schools serving DC voucher students….? Oh yes:  $6,600, according to the federal Department of Education.

In case you don’t know, that’s the program in which, after three years, voucher-receiving kids are reading two grade levels ahead of their public school peers — also according to the Dep’t. of Education (see the linked study, above).

It is also the program that President Obama has doomed to die, because of the, uh…, because, um…, why did he do that again?!?!

Propagandist Change

The Obama administration is taking down the “No Child Left Behind” schoolhouses in front of the U.S. Department of Education.  According to Education Secretary Arne Duncan, the name is just too “toxic.”  Besides, he’s got his own plan to manipulate the public’s cuteness zone. As the Washington Post reports, “photos of students, from preschool to college age, are going up on 44 ground-floor windows, forming an exhibit that can be seen from outside. There are images of young people reading, attending science class and playing basketball.”

So the propaganda is changing. The disaster that has been federal involvement in education, however, keeps rumbling along. Indeed, it seems poised to get even worse. The Obama folks have been mum about what, exactly, they have planned for reauthorization of the No Child Left…er…Elementary and Secondary Education Act, but the foreshadowing has been ominous: $100 billion in “stimulus” for already cash-drenched American education; loud endorsement of national standards; dangling $350 million to bankroll national (read: federal) tests; and the smothering of DC school choice.

So meet the new propagandist, same as the old propagandist…only, quite possibly, even worse.

An Education Solution that’s Beyond Belief

Blogging for the Newark, N.J. Star-Ledger, politicial science prof. Thurman Hart presents this objection to school vouchers:

[T]he effect of it would be that state, and maybe federal funds, would be used for the expressed [sic] purpose of teaching Catholic dogma. My opposition to that has nothing to do with my status as an Episcopalian - I don’t want All Saints Episcopalian Day School in Hoboken to get state funds to teach Episcopalian dogma

There is merit to his concern. Many of this nation’s early immigrants had fled compelled support for religion and other infrigements on their freedom of belief in their mother countries. But there is a way to avoid these problems while simultaneously ensuring educational freedom and choice for all: education tax credits.

These programs cut taxes on families who cover the cost of their own children’s education, and on individuals and businesses who donate to non-profit scholarship funds for lower-income students. If you choose to participate, you also choose the institution that gets your money – either the school you send your own children to or the scholarship orgnization that receives your contribution. In the latter case, you simply pick the scholarship fund you think is doing the best job helping low-income families.

If you don’t want to fund a religious education for Catholics or Muslims, you don’t have to. You can choose a secular scholarship fund or one serving Episcopalians, Jews or Hindus. For those not particularly sensitive to the religiosity of other families’ schooling, there are scholarship funds that make no religious distinctions at all.

This is a way to unite like-minded donors and parents without the use of compulsion, and without inhibiting the very freedom and clear sense of mission that are the entire raison-d’etre of school choice. It is also in the best spirit of individual liberty and cooperation among free people that we will be celebrating early next month…

Reality, Reality, Reality…

This weekend I furnished an anti-national standards piece in a point-counterpoint of sorts in South Carolina’s Spartanburg Herald-Journal. You can check out what the paper published here, but for my complete argument you’ll have to go here. Unfortunately, the Herald-Journal ‘s  editors  removed a few crucial paragraphs on the powerful evidence that school choice works better than any top-down government standards. This was done largely, I was told, because the paper had had a very energizing exchange on choice just a month or so ago.  C’est la vie…

My reason for writing today is not to complain about the excision of my choice paragraphs, but to take issue with a few things that South Carolina Superintendent of Education Jim Rex – my op-ed “opponent” – wrote in his defense of national standards.

The first bit I have to quibble with could certainly just be the result of imprecise writing, not an intentional effort to deceive readers or anything like that, but it bears a quick clarification:

In addition to setting “proficiency standards” on their tests, individual states also are empowered under the U.S. Constitution to define “curriculum standards,” the skills and knowledge that students should learn at each grade level.

Let’s just be clear: The Constitution does not give states any power over education. It gives the federal government limited, enumerated powers and leaves all others to the states or people with whom they resided to begin with. And contrary to possible appearances, the term “curriculum standards” does not appear in the Constitution.

OK, next:

Already we’re hearing concerns from some that this project will lead to a conspiratorial “power grab” by the federal government and that it will open the door to national standards and national tests. But South Carolina’s previous experience with similar state-led efforts suggests otherwise.

The obscure examples of previous efforts Rex identifies after this quote notwithstanding, there are very good reasons to be afraid that national standards – even initially agreed to by a consortium of states – will lead to federal control. Here’s just one: U.S. Secretary of Education Arne Duncan just announced that Washington will furnish up to $350 million to create national tests connected to the Common Core State Standards Initiative, the exact national-standards effort Rex and I were debating.

Finally, this can’t go without comment:

A few alarmists have even suggested that the new Common Core State Standards Initiative will ultimately produce “dumbed down” standards just to make schools “look good.” But that ludicrous idea ignores the stark reality of our world.

The U.S. economy has changed dramatically. American companies compete today not only with businesses on the other side of town but also with businesses on the other side of the globe. American schools compete with schools in Taipei, Bangalore and Beijing, and they must prepare students to meet challenges that can’t even be imagined today.

Have I been missing something, or isn’t one of the major drivers of the national standards push precisely that states, both before and under No Child Left Behind, have produced, well, ” ’dumbed down’ standards just to make schools ‘look good’?” And haven’t they been doing this despite drastic changes in the U.S. economy? And if so, what exactly is so “ludicrous” about thinking that state or federal politicians will keep on doing the same politically expedient things they’ve been doing for decades?

Nothing, of course. What’s ludicrous is thinking that political reality will change just because different levels of politicians are in charge.

MD Taxpayers Should Still Fear the Turtle

testudoI dread my morning commute, largely because of awful D.C. traffic, but also because I never know when I’m going to hear something on the radio that’s (1) going to anger me, and (2) force me to alter my day’s plans so I can lay the smack down on some education report that begs for clarification.

Today, (2) happened, with a reporter from the Washington Business Journal touting a new study on the University of Maryland, College Park – Maryland’s flagship public university – as cause for Marylanders to be ecstatic about the taxes they pay to support the school. According to the WBJ’s online article about the report, the Free State gets $8 back for every $1 taxpayers “invest” in UMCP – a clear winner!

Um, not so fast, WBJ! These kinds of too-good-to-be-true impact studies are usually just that – too good to be true. There are often many problems with them, but most important is that unless the analysts looked at opportunity costs – what would have been produced by the tax dollars had they been left with taxpayers – there is no way to say that Marylanders should be eternally grateful for having to fear the turtle. It is entirely possible, as economist Richard Vedder has demonstrated, that taxpayers would have gotten a better return had they kept their money rather than having to hand it over to  students and profs.

Of course, before I posted this objection, I had to check out the report to see if it is forthcoming about opportunity costs. Unfortunately, despite the university touting the findings yesterday and the WBJ reporting on them this morning, all I could find was the 2008 impact report, both looking on the site of the group that commissioned the study – the University of Maryland College Park Foundation – and the outfit that conducted the research. As a result, I can’t say with absolute certainty that the 2009 study doesn’t consider opportunity costs. If the 2009 report is like 2008’s, however, Marylanders have no cause for rejoicing. There’s zero reason to believe that they wouldn’t have been better off if they had just been able to keep their hard-earned ducats.
