Opponents of Social Security reform called the 2002 elections "a referendum on Social Security." But in every race in which Social Security was a major issue, supporters of individual accounts won. What does this say about the "third rail of American politics"? How does it change prospects for Social Security reform in the 108th Congress? Two candidates who campaigned in favor of reform discuss how they ran on the issue and won. In addition, a top pollster will explain what voters thought about the issue.
